Job Description

On behalf of our civil infrastructure and operation client, we are currently recruiting for a Procurement Officer.

  • Assist the Legal Counsel in supporting the management and administration of the corporate procurement function to ensure an uninterrupted supply at optimal cost and terms, within the policies and guidelines established by management
  • Provide input into the development, implementation and maintenance of procurement policies and procedures
  • Identify and conduct analysis for procurement of both short-term and long-term requirements and determine the optimal method of sourcing user requirements using competitive tendering arrangements, direct or sole source suppliers
  • Ensure procurement activities are conducted in compliance with policies and procedures and in accordance with applicable procurement guidelines
  • Prepare and issue, for review, the appropriate solicitation documents, e.g. Purchase Orders (PO), Request for Proposal (RFP), Request for Quotation (RFQ), including reviewing scope of work and/or specifications, act as the single point of contact for supplier clarification inquiries, oversee the opening of tenders and ensure the overall integrity of the tendering process is maintained at all times
  • Support procurement processes in order to obtain goods and services from suppliers, support the negotiation of contract terms, conditions and pricing that reflects the business arrangements under which the contracted goods and services are to be provided, and ensure consistency of all documentation
  • Support proposal evaluations, support the development of evaluation criteria, support the coordination of technical and quality assurance evaluations, finalize evaluations, an prepare a value for money summary to support supplier selection
  • Work with Legal Counsel to ensure contracting documents are completed appropriately to accurately reflect the business arrangements under which the contracted goods or services are to be provided
  • Prepare all contract award support documentation and contracts for approval, notify and de-brief unsuccessful suppliers and monitor supplier performance
  • Participate in the development of processes to monitor supplier performance to ensure all elements of goods or services are in accordance with scope of work and specification, identify issues and potential problems and engage support to mitigate the potential risk
  • Prepare standard reports as required. Responsible for administrative tasks and organization of procurement related documents.
  • Provide recommendations during procurement processes
  • University degree in Business and/or related field OR a college diploma in Purchasing, or Supply Chain Management
  • PMAC CSCMP certification or working toward certification would be an asset
  • Minimum 5 years of similar or related experience
  • Experience with federal government procurement considered an asset
  • Skilled in the development of procurement strategy, in compliance with relevant rules and regulations, the preparation of solicitation documents (PO, RFP, RFT, RFI, RFQ), and conducting evaluations, consensus, and debriefings
  • Experience working within integrated business system software and use of eProcurement, MERX, Biddingo and other related industry programs
  • Is a self-starter, can work independently and on a team
  • Demonstrated ability to effectively and professionally communicate orally and in writing ensuring tact and diplomacy
  • Sound professional judgment, initiative and the ability to work well under pressure and manage multiple priorities to meet deadlines
  • Strong analytical and problem-solving skills
  • Well rounded knowledge of relationship management
  • Strong attention to detail
  • Knowledge of purchasing principles and practices, e.g. supply chain
  • Strong knowledge of NAFTA/USMCA, CFTA and related legislative requirements
  • Intermediate MS Office skills
